The only shopping mall that is open on public holidays in Barcelona is the Maremagnum shopping mall, which has a special license to open on public holidays due to its location in the harbour marina of Port Vell. You can find a few fashion brands at Maremagnum and some quite good restaurants on the top floor, where you can have lunch with harbour views.

La Roca Village luxury outlet mall near Barcelona is also open on public holidays. La Roca Village is located 30 minutes by car from Barcelona and they have a shuttle bus service from the city center.
